Problem Note 42631: The FILENAME statement causes errors when the path contains special characters in the Finnish edition of Base SAS® on MVS in the z/OS environment
Errors might occur if you use special characters in a FILENAME statement in the Finnish edition of Base SAS on MVS in the z/OS environment. In such circumstances, if you use special characters such as $, #, or @, the following errors might occur:
ERROR: SVC99 error rc=C, reason=035C : IKJ56231I UTILITY DATA SET NOT ALLOCATED, SYSTEM OR INSTALLATION ERROR+IKJ56231I TEXT UNIT X'0002' CONTAINS INVALID PARAMETER.

Note that this behavior differs, based on the specific release of SAS® software, and the emulator's code page settings.
For example,
If 3270 emulator sets SAS session profile to be English-US (1047):
- on SAS® 9.2 TS2M3, the user sees the errors above.
- on SAS® 9.3, there is no problem.
If 3270 emulator sets SAS session profile to be Finnish (1143):
- on SAS 9.2 TS2M3, there is no problem.
- on SAS 9.3, the user sees the errors above (which are appropriate).
NOTE: All behaviors for SAS 9.3 are as expected.
